• The applicant makes an application to CCK for authority to establish a Radio Network, by completing RF1 giving details of the proposed network configuration, and attaches all the necessary documents. This application should be accompanied by a nonrefundable application fee of Kshs. 1,000.
  • CCK receives this application and peruses it for completeness.
  • This application is forwarded to the RADIO LICENSING COMMITTEE (RLC) for consideration.
  • The RLC considers this application and makes a collegiate decision on the licensing eligibility of the applicant, based on the legal, regulatory and policy standpoint.
  • In case of an unfavorable finding by the RLC, CCK informs the applicant accordingly.
  • In case of a favorable finding, the CCK communicates the same and sends out data form RF3 detailing all the technical and operating data of the proposed equipment, to be completed by the applicant and returned with the requisite radio license fees.
  • The applicant completes the data form RF3 and returns it to CCK together with the requisite license fee.
  • CCK checks whether the proposed equipment has been type approved. If the same has not been type approved, the applicant is requested to seek type approval from Type Approvals & Standards division of the Commission (i.e. involves checking the technical and operating parameters of the equipment against CCK's specifications for that category of equipment to ensure the equipment's technical acceptability).
  • After ensuring the technical acceptability of the equipment, the CCK carries out technical analysis and consequently assigns suitable frequency(s) to the applicant. The applicant then requests the equipment suppliers to program the radios to the assigned frequency(s) and both the supplier and the applicant complete the declaration form RF6 and returns it to the CCK.
  • Upon receipt of the duly completed Form RF6, CCK issues a license for this new network. This license contains the following details:
    • operating frequency,
    • allowable frequency stability,
    • maximum allowable power,
    • maximum antenna height where necessary,
    • operating times,
    • license renewal date,
    • Conditions of the license.
  • The period of validity of a frequency license is one year and must be renewed at the expiry of the period by returning to CCK the expired license with appropriate renewal fee.

As a part of the license administration process, CCK cancels or suspends licenses in cases where licensees violate the conditions of the license.

Further, CCK resolves cases of harmful interference among various radio operators.
