One of the core mandates of the Commission is management of scarce resources, which include radio spectrum and numbering. Numbering resources are critical in facilitating the deployment of ICT services.

In this respect, the Commission develops a national numbering plan and allocates numbering resources to licensees. The Commission assigns national signaling point codes, mobile national destination codes, mobile subscriber numbers, fixed local numbers, short codes, SIM card headers and toll free numbers, among others.
