The Consumer Education Outreach Program
The Consumer Education Outreach Programme is an educational Programme that has been devised to meet the informational needs of the Kenyan consumer of communications products and services which ‘reaches out’ to Kenyan communities to share its message with the largest number of consumer possible. This fact sheet provides information of the education program as well as the information that has been made available for consumers on their rights and responsibilities when purchasing and using communication services.

Electromagnetic Energy and Human Health
Mobile phone usage in Kenya has increase over the past few years with the number of subscribers having reached over 15 million by January 2009. Public interest has arisen over possible health issues associated with exposure to EMF fields emanating from mobile phones and their base stations. This information has been prepared to address effects of electromagnetic radiation on human health. Some terms employed here are scientific in nature and should further clarification be required you could refer to the Glossary of Terms below or contact the Commission.

Consumer Rights and Responsibilities
This information has been developed to help Consumers understand their rights and responsibilities in the purchase and use of communication services. The information enables consumers understand that Consumer rights are best safeguarded when Consumers fulfil their responsibilities. Consumers must therefore know that their protection is largely dependent on how well they meet their responsibilities. Secondly, Consumers must be fully aware and understand their Rights and also be willing to demand them.

The Role of the Commission in Consumer Protection
The Commission protects consumers in three ways. The first is through the issuance of licenses that have conditions, which address various aspects of service provision by the licensees. Secondly, the Commission has introduced competition in various market segments in line with the government sector policy. The third way in which the Commission protects consumers is by taking up certain complaints raised by consumers with the licensees with a view to helping both parties reach an amicable solution to the problem raised.
